Community resilience requires data to be shared for the greater good. That means engaging expansively and inclusively across community, public, and private data partners in order to act anticipatorily. We outline a dynamic data governance model that includes shared decision making structures, anticipatory data practices and agreements, pre-vetted risk management mechanisms, right sided and accelerated response, accessible engagement criteria, expedited timelines, and communication transparency at all levels. The model helps establish and strengthen relationships beyond bureaucracy in order to respond collectively.
